I'm interested in the Low Level Quest Tracker. Does this replace other trackers such as Find Herbs or Find Minerals? Or does it stack with other tracking as well?
It does not stack with other tracking, but you generally wouldn't need both at once. Turn it on in town, grab your quests, turn your other tracking back on when you leave. That'll be problematic for finding low level quests out in the wilds, but does your level 80 Death Knight need that Peacebloom while you're off looking for quests?

Breakfast Topic: Lore and story progression via static NPCs
When the Burning Crusade first came out, veterans noticed a few things back on Azeroth: Some of our favorite NPCs had disappeared! The wandering Rexxar was replaced by a fellow name Rokaro, and Hemet Nesingwary left Stranglethorn, leaving his son, Hemet Nesingwary Jr., to take over the hunt. More recently, Lady Liadrin has come to Shattrath City, leaving behind Lord Solanar Bloodwrath to guide up and coming Blood Knights in her place. In order to move along a few story lines, Blizzard decided that it was worth moving NPCs to move along the story, and left other NPCs in place with minor alterations so that other people could still experience their old quests.
This, however, isn't the only way Blizzard has dealt with progressing story lines.

15 Minutes of Fame: Gurubashing his way to Arena Grand Master

Meet Venwe of Spinebreaker, Arena Grand Master – nay, not of the Ring of Trials or The Circle of Blood or even the Ruins of Lordaeron. No, Venwe is the master of an arena you may not even have heard of: Stranglethorn Vale's Gurubashi Arena, home of the Gurubashi Arena Booty Run.
Every three hours in the heart of the Stranglethorn jungle, Short John Mithril bellows out the call to arms: "Arrr, Me Hearties! I be havin' some extra Treasure that I be givin' away at the Gurubashi Arena! All ye need do to collect it is open the chest I leave on the arena floor!" His summons sets off a true PvP free-for-all – players of both factions, including your own – in a race to recover and open the pirate's chest dropped at the center of the arena. Players like Venwe scrabble against friend and foe for bragging rights and a shot at the chest's booty -- except unlike Venwe, most players haven't succeeded more than 700 times.
