While your cupcakes are baking, mix blue and green food dye into your frosting. When you've achieved a satisfactory color, spoon the frosting into a cake decorating bag. If you don't have one, you can cut a tiny corner out of a ziploc bag. To keep things simple, you can also purchase blue or green pre-made frosting.
