Everyone should have received something in the mail based on their tradeskill professions. But not everyone did. And since those who do get them can't give them away (they're BoP), it has created a market for those who can make them and cries of foul play for those who didn't get anything.
At first, Blizzard directed players to petition in-game, but then they realized the problem was more widespread. Now they are looking into the script that determines who receives what recipe in their mailbox. They aren't giving out any details right now, but ask players to hold off on petitioning until they can figure out the root of the problem.
Until Blizzard determines the problem and implements a solution, you'll have to hit the Auction house, Guild bank or qq in the Trade channel if you want Red Winter Clothes or Hot Apple Cider.
[Thanks Keeler for the tip!]

Do you have to do something to get the mail? I haven't recieved anything; but I haven't done anything, either.

No, that's the problem. Blizzard originally intended for them to be received by everyone as a "Welcome to Winter Veil" gift. But, only a small percentage of people actually got something. Hopefully they fix it soon.

I posted on a WI thread a couple days ago that I hadn't gotten anything. At the time I thought it might've been because Blizz was using a rolling script to dole out the goodies realm by realm. But, now I see a lot of toons on my server all decked out in Santy gear and know that's not it. Also, none of my toons have anything from the lvl 70 BS to the lvl 9 weedpuller/mixologist.
And I'm NOT a happy camper.

I always thought only people who finished the reindeer rescue quest last year will get something.

Profession lvls don't matter - I have friends whose characters' crafting isn't high enough to use the recipes but they received them. I have one character in every craft and maxed cooking on several characters - 10 characters on my main server, both horde and alliance, lvls from 30 to 70 - and no recipes in the mail for any of them. So besides being a bit bummed I'm also really curious as to what the code issue is that caused the problem.

I got 220 symbols of kings in the mail, no crafting professions. And the letter that came with it said they were to give out blessings of kings, but I'm currently specced shockadin so I can't even do that.

Weird bug, all the alts I've tried who had relevant professions *have* received the recipes so I guess I've been lucky! It's not down to having done the quest last year, either, as my blood elf and draenei characters didn't exist last year, yet they got their recipes no problem Hope it's fixed soon for those missing out!.

Not sure if its just my server, but the only people that got it had 375 in their profession. But judging from everyone's response - that might be an isolated occurrence.

Ladies and Gentlemen
In Azeroth the Winter Festival is the time of giving and being thankful for what you have. There are a lot of truly unfortunate NPCs out their that will never get anything for the holiday. So if you don’t get your virtual recipe this year take heart and know that at least you were able to play a game in which you could have received one.

Perhaps I am confused. I thought that only characters who had completed previous Winter Veil quests received the free recipe.

Can't be true - I didn't complete either question on my Warlock or Druid (which only hit lvl 70 a couple months ago) - but I got two profession recepies. My warlock got a cooking recepie, and my Druid got a LW pattern for some winter boots.

My character is 3 months old, 375 jc/mine/cook/fish/fa, recieved egg nog in mail. So it's not a matter of doing quests last year.

I'm on a server that didn't exist last Christmas, so seeing how some characters have gotten the recipes, its nothing to do with anything done last year.
As for me... My main (hunter) got his cooking and leather working ones. My mage, who happens to be my second-highest level character, got his red winter clothing tailoring one, but that's it. And none of my other characters have gotten squat.

Weird, my level 70 tankadin (375 mining, 368 engineering) received nothing, while my level 50 Shadow Priest (300 tailoring and enchanting) received the tailoring pattern.
