
It looks like if you have previously completed Greatfather Winter's quest, he may have sent you a recipe that was added in Patch 2.3, just for the Feast of Winter Veil. You do not need the required skill or level to receive the recipe. Here are the possible goodies you could have waiting for you in your mailbox:
- Pattern: Green Winter Clothes -- Tailoring, Horde only
- Pattern: Red Winter Clothes -- Tailoring, Alliance only
- Pattern: Winter Boots -- Leatherworking
- Recipe: Hot Apple Cider -- Cooking

Yup, I never did last year's winter veil stuff since my character was created on a server that wasn't open during last year's winter veil. And I got the cooking recipe.

My lock (375 tailoring/herb, also 375 cooking) got both apple cider and red winter clothes, and I don't recall getting the Greatfather Winter's quest done, ever.

It has nothing to do with completing any quests. My 375 Blood Elf tailor got the clothing recipe in the mail today.

At least I got the Cooking one. It's about time they added a mana-restoring cookable. Pity I won't be able to make more after this month is over.

For those leatherworkers who haven't hit 375 yet, the boots give a skill point for every 3 or 4 made (even though the pattern is gray) up to 375 (I just did this on my leatherworker and I have 60+ pairs of boots to prove it). This is a VERY cheap way to get to max. Not sure if it works for tailoring, as I was already at 375 when I made the clothes on my tailor.

Confirmed. I just ground out the last couple of points to Leatherworking 375 by making 7 pair of boots. Thanks for the tip! I wonder if Blizzard will "fix" this?

I managed to get all 3 of the recipes one on each of 3 of my charas. I got the Green Version of the clothes on my tailor, Horde side. I did however see a few Horde running around in the red outfit maybe it is a mistake?

No mistake. they just bought the red outfit that Alliance tailors made at a neutral AH. They're selling on Kirin Tor at the Gadgetzan AH for 20g each.
