During a spirited conversation with someone over the number of public test realms (that was rather reminiscent of the "I See Four Lights!" episode of Star Trek: The Next Generation), I decided to download the newest PTR client and take a look. At first I made a (new) gnome rogue and then quickly decided "to hell with this level one crap" and ran off to the character copy page to copy one of my Gnomeregan characters or maybe copy a premade character. My hopes were dashed as I discovered that somehow the character copier was broken. The video just handed to me (and linked above) by a trusted Blizzard source may provide illumination on what has transpired. (Humor intended.)
Blizzard poster Hortus informs us that they are aware of character copying issues and that the problem is being investigated. We have also received private assurances from our anonymous source that the platen glass in the PTR character copier will be reinforced to accommodate Taurens and other more "rubenesque" characters.

I was getting errors too, but this article prompted me to check again. they're working now, at least for me, i just copied 3 level ~30 char over. Dustwallow here i come!

I've had problems since the beginning. Even when I managed to get through all of the "server too busy" errors, I'd encounter an error on the last step when trying to copy to the PVE server.
I've had more luck copying to the PVP server, with two successful copies. Not sure if it's been fixed by now. I hope it is, because I'd like to try out the new marsh city quests without looking over my shoulder constantly.

I have yet to see it fixed. Every time the queue is up and I can copy a character I keep getting an error. It is sad that this is occurring as it die with patch 2.2.3. They never fixed it after the first day of the patch so for the entire week character copy was down.

I was having trouble copying my PvP realm characters onto the PvE PTR realm, but not to the PvP one. This was pretty much within 5 minutes yesterday.

Just a tad late on the story there guy, need to come out from under your rock a bit more often :-)
Got on twice yesterday and copied 2 Chars from a PvP server to both the PvE and PvP servers using up my 4 copies. Copied another char from another account from a PvP server to both the PvP and PvE server.
Checked this morning, they are both moved. Didn't have time last night as we were downing Archimonde for the first time last night. 24 man, 6 locks, FTW!!!
